Court expert in real estate valuation, Cluj

In a dispute, the value of a property is often decisive. A clear, well-reasoned expert report helps the court and the parties see things clearly.

Balance in the analysis. Fairness in the conclusions.

What a court valuation report is

I am a court expert specialising in real estate valuation, authorised by the Romanian Ministry of Justice. I prepare court expert reports in cases where I am appointed by the court and, as permitted by law, expert reports requested by the parties.

Situations where I can help

  • valuation of land and buildings in disputes;
  • disputes over the value of real estate;
  • expropriation for public utility;
  • compensation;
  • restitution of property.

Court-appointed or party-appointed expert

I can act as a court-appointed expert or as a party-appointed (advisory) expert, at the request of one of the parties. In both cases, the report must be objective, well-reasoned and prepared in line with the law and professional standards.

More than 12 years of experience in insolvency court proceedings, together with my work as an ANEVAR-authorised valuer, help me understand both the technical side of the valuation and the procedural context of the case.

  • Government Ordinance no. 2/2000
  • Code of Civil Procedure
  • Law no. 255/2010
  • Law no. 165/2013

For lawyers

I work with lawyers in disputes where the value of a property matters: as a party-appointed (advisory) expert or for an out-of-court valuation before the trial.

In short

Frequently asked questions

How does a court expert come to work on a case?

The court expert is appointed by the court, according to the law. In addition, each party may ask for an expert of its own choosing (a party-appointed or advisory expert) to take part in preparing the expert report.

What does a party-appointed expert do?

They take part in preparing the expert report together with the court-appointed expert, follow the working method and may express their professional view, including through a separate, reasoned opinion.

In which disputes is a real estate valuation expert report needed?

For example in divisions of property, disputes over the value of a property, expropriation for public utility (Law no. 255/2010), and cases concerning compensation or restitution of property (Law no. 165/2013).

Can I request an expert report outside a lawsuit?

Yes, as permitted by law, the parties may request an out-of-court expert report. If it is later used in a lawsuit, its value as evidence is assessed by the court.

These answers are general and for information only. Every situation has its own particulars, so the right solution is agreed after a concrete discussion.
