ANEVAR-authorised valuer in Cluj

Since 2019 I have valued land and buildings, with clear, well-reasoned reports prepared in line with the standards.

Balance in the analysis. Fairness in the conclusions.

What I value

I am an ANEVAR-authorised valuer specialising in real estate valuation. I carry out valuations of:

  • land;
  • buildings and constructions.

What a valuation report can be useful for

  • buying or selling, to have a reliable price reference;
  • division of property, inheritance or ending co-ownership;
  • financial reporting and business decisions;
  • taxation: valuation reports for setting the taxable value of buildings under the Romanian Fiscal Code (for example, for buildings owned by companies);
  • insolvency proceedings, for the sale of assets;
  • disputes where the value of the property is at issue.

How I work

Valuation reports are prepared in line with the Valuation Standards, applicable law (including Government Ordinance no. 24/2011) and the Code of Ethics of the authorised valuer profession. In practice: we set the purpose of the valuation, I review the documents, inspect the property, study the local market and explain the conclusions in plain words.

  • ANEVAR Code of Ethics

My insolvency experience helps me understand valuations made in court proceedings and complex cases. See also: court expert reports on real estate valuation · insolvency

Frequently asked questions

When do I need a real estate valuation report?

For example when buying or selling a property, in a division of property or an inheritance, for financial reporting, in insolvency proceedings or in disputes. If you need a valuation for a loan, first check whether the bank works with its own list of approved valuers.

Which documents are needed for a valuation?

Usually: the title deed, the land register extract, the cadastral documentation and, for buildings, documents about the construction (building permit, floor plans, areas). I will tell you exactly what is needed depending on the property and the purpose of the valuation.

What does “market value” mean?

It is the estimated amount for which an asset could be exchanged on the valuation date between a willing buyer and a willing seller in an arm's-length transaction, after proper marketing, where the parties have each acted knowledgeably, prudently and without compulsion.

How long does a valuation take?

It depends on the type of property, the documents available and the purpose of the report. We agree on the timeline at the start, after I see the documents.

Do you need to see the property?

Yes, an inspection of the property is normally part of the valuation process. We will agree on a convenient date.

These answers are general and for information only. Every situation has its own particulars, so the right solution is agreed after a concrete discussion.
